We encourage you to do your own due diligence on this property before buying but this is what we've gathered from our correspondence with the county's Land Use Deputy:
The County doesn't have building codes so you can build any kind of house you would like out of anything you want as long as it passes the State for electric, gas and plumbing. Manufactured homes and mobile homes are allowed but if any structure coming on to the property is older than 20 years old it will have to go through a Variance application to be approved by the Planning Commission and Commissioners before being brought on the property. Anything newer than the 20 years will just require a Construction Permit.  If you don't want to drill a well you may use a water cistern and haul your own water or possibly have it delivered.  Off-grid solar is allowed.  Horses are allowed on this property.
